#33 [highway-api] Add syntax highlighting with CodeJar + Prism for code areas

Implement syntax highlighting using CodeJar + Prism for: 1. Create workflow area (#/create) - Python DSL textarea, JSON definition textarea, template code area 2. Workflow definition view (#/workflow/{id}/definition) 3. Task modal checkpoints (JSON display) Download libraries locally as system may not have network access.
